Welcome, Storm 61!
A weak system (its low atmospheric pressure is 1018 millibars, which is pretty high) is over the State of Jefferson, the part of northern California that is north of northern California. It counts as a storm.
It is supported by the same weak north wing of a split jet that supported the previous storm, which over four days earlier this week unexpectedly achieved significant status.
The NWS in Hanford says CenCal weather will be great through Easter.
